Try making a brand new universe, see if that causes the same behavior. Also if you have previously used a two-screen configuration (such as a laptop connected to a projector or other external monitor) then go back to that setup (add your second monitor) and make sure the properties window isn’t coming up off-screen. That is the most typical reason for this behavior in my experience.
