Maybe this extract of a former support case clarifies the cause and “solution”:

Hello Mr Branger,

I ran this by my Crystal Reports resource. To verify the embedded security level of a font, review the font properties. If the security level contains “No-embedding” permissions, then exporting to PDF will not be successful using Crystal. For the utility to allow you to view the embedded security level of a font, download the “Font properties extension” from Microsoft’s web site at: www.microsoft.com/typography.
I have downloaded this program, and checked the “Embeddability for this font” and it has a restricted licence, therefore no embedding is allowed. This is where Crystal will encounter a problem. There isn’t much we can do about this either because the licensing with embedded fonts is an Adobe Acrobat issue. I suspect that you can’t export the Type 1 version because Adobe doesn’t have the license to embed that kind of font into the PDF files. Unfortunately I can’t explain why using the Acrobat Distiller will export the font, but I do know Crystal is unable to. You will need to use a TrueType Frutiger font that has embedding allowed.

Kind regards
Sieglinde
