Business Objects license and report distribution

Hello,

My client is thinking of buying 5 BO XI3.1 licenses.
They want to develop a set of reports and distribute these as pdf to approx 50 users by email. (MS Exchange)

Is this allowed even if they have only 5 BO licenses?
