is business objects 5.1.3 on windows 2003 compatible?
how easy is it for me to migrate to 6.5.4?

Officially, Windows Server 2003 is not supported.

I suggest, don’t waist your time with 5.x --> 6.x migration. The version 6.5 is very outdated and not supported.
Rather than that migrate your environment to the latest BO version which is BO XI 3 (plus some service pack).

5.1.8 is out of support, go directly to SAP BusinessObjects XI 3.1 SP3 
Or become an early adaptor of SAP BusinessObjects XI 4 (Aurora)
