Bods Installation Production copy first ? Reason ?

Hello all,

In my office current setup is ( Dev, IT and UAT are in - 4.2 SP7 ), prod is in 4.2 SP3

They gave me new servers and asking me to copy dev, it and UAT in new servers.

And said to follow the below steps

1 Install IPS for sp3 in new server , since prod is also in SP3
2 Install DS SP3
3 Upgrade IPS for SP7
4 Upgrade DS Sp7
5 Now we will migrate all the jobs, users, security, repositories and al extra settings

1 So my question is already we have the updated copy in the dev itself, what is the reason for copying the prod copy to the new servers first , and then again SP7 on it ?

2 Will the above steps work out for doing this ?

3 More over in the existing system they have 2 servers for prod , and only one server for dev.
So if I copy the prod to new servers first , can I install in only one server ?
