Are you using the correct version of the Oracle client? 64 bit vs 32 bit.
A while back I had a similar connection issue and I copied the OCI.dll file from the Oracle install directory to the DS bin directory. I would only do this as a last-chance solution.

We were getting the error ‘Cannot find NT Oracle Server DLL <OCI.DLL>’ with SAP DS 14.2.6.1113. We had a similar error for Teradata sources. All the database middleware had been installed after the SAP DS was installed as we are using SQL Server for the repositories. This means the PATH had been updated since SAP DS had been last restarted. We could view data from Designer for all the sources but the jobs would fail.
We restarted the SAP DS service which must have reloaded the PATH for the SAP DS process and all was good.
