The short answer is no. You cannot simply embed a WebI report in a dashboard.
For a longer answer, I’d need to ask why. Why do you want to build the pie charts in WebI instead of Dashboards? Pie charts are one thing that Dashboards actually does better.

Is anybody really going to look at 24 pie charts on one screen and make any sense out of it?
Can you group them and use a radio button or dropdown to display groups? That way you can have bigger charts and maybe relate them to each other on an accompanying bar chart/line graph? I don’t know your data - I’m just feeling sorry for the poor users!

Actually, a large number of pie charts like this can be extremely helpful, using the “small multiples” approach that Tufte introduced. The basic idea is that you would have something like four regions and six years worth of data. You want to see the breakdown of sales by category in each region for each year. By doing a grid of pie charts, it allows you to quickly compare the ratios across regions in a given year, or across years for a given region. It actually becomes much easier to visually scan than, say, a stacked bar chart for each region.
The problem with having a single pie chart that changes based on selected filters is that you have to remember what it looked like when you are comparing it to another set of filters.
