Simple Answer: Yes, if your SAP BI 4.0 Server is running on a Windows Server OS, because Client Tools only run on Windows clients (not Unix).

And be sure to have the appropriate 32 bit database drivers, as the client tools are 32 bits.

For oracle at least, that means having both clients 32 and 64 installed in two homes, and be careful to have a single TNSNAMES.ORA to avoid headaches.
