I would have to say Neither.
The universe is a mapping of the database which alows the query components of BO to construct the SQL to throw at the database.
If I remember my Kimball a Datamart is defined as having only one fact table, and with BO the question that arises when you have multiple fact tables is the contexts - one per fact.
You have to understand BO is not the data storage facility

This is an aspect of BO with does confuse many Project Managers.
The universe is metadata . The Database tables are not stored in the Repository or the webi servers.
The universe allows you to map a DW or DM or a transaction database.
You then have the means to query the database the universe is connecting to.
So, whether the universe represents a DW/DM or transactional schema depends on the data model it is connected.
