BO Edge License Issues

So we have a Business Objects Development Instance running BO Edge Licensing and the admin team was in the process of setting up another instance running BO Edge as well for Production.

We were waiting on the license keys for the newer BO Edge Instance. While this was happening a team member wanted to check something out on the box being set-up and removed the license keys from Development and applied to Production. When he re-applied the license keys back on Development we found that the entire list of documents, users, universes were all wiped out. While we are still waiting to see if there is server image back-up, is this normal behavior when license keys are moved around. Also, is there any other way to back-up?

Create Biar file through Import Wizard on the environment.
