Blank rows between 2 sub reports in excel export

I am using CR 2008 and have 2 sub reports in my report. They are placed at the Page Footer in 2 different sections , PH a and PH b. When I export my report to excel (data only), it shows me 2 blank rows between the 2 sub reports.
How can I remove these blank rows from the excel export.
I read in some site that this is a limitation of CR.

Please let me know if this is true OR is there any workaround for this.

Every report section in Crystal, exports to a seperate row in excel. If your report displays RH,PHa,PHb,D,RF,PF1,PF2 then excel will have 7 rows exported. So if any of the above section is blank, then you will get a blank row in excel.
Identify the section where the blank row is coming(check the data of the above section or below section of the blank row it is easy). If any section is blank delete or suppress it and export.
