Good day,
Try restarting your server services and see if it works.

John Vincent, Thank you for the response . I restarted all the server services. But I am facing the same issue. What is the reason?

Bump…
Any solution?

Try - In the Import Wizard, on the initial screen, do not include items that you do not have in the repository and are not selecting - for example, if you do not use the Encyclopedia - make sure Encyclopedia is unchecked… we found selecting items we did have were causing us errors…

Can you create any BIAR files? For example, can yuo create a BAIR file that has 1 simple report and 1 universe in it?

I am facing the same problem using BOXIR3.1SP1. I also experienced the problem on earlier version BOXIR2 SP3.
I narrowed the problem down to universes. We have eight in our repository. It seems that some of the universes will at times cause the Import wizard to choke when trying to create a BIAR file. If I narrow down to which universes and leave those out, the repository will export ok and produce a usable BIAR file. If I include just one of the universes, the BIAR file will be essentially empty. Reviewing the export log will show no objects exported (all have red X on them) and each one has a generic “Unknown export failure.” I’ve had this occur on different universes at different times with no reason I can come up with. Minor changes were made to all the universes, but these were standard maintenance items. The universes are ok and reports that use them still run fine. The last time I had this problem, I reverted the universe(s) back to the last version that worked and started again. That doesn’t seem to be working this time. I’ll be contacting SAP support.
