I have experienced this a few times and am a little concerned.

Does this mean that if we delete any report(s) from the repository, there is a chance that the original user might not be able to open it?

Is there a better strategy to removing reports from the repository that might help avoid this problem?

We have already had a couple of users calling with this message when they delete a doc in order to rename it or remove it temporarily.

To avoid such error. (do it before deleting it from the repository) Open your report and while saving select save as and check save for all users option.
