Using List of Values with an 'All' Option

Hello everyone.
I searched for this topic but was unable to find anything about this particular item.
I need to create a custom list of values which allows for an -All- to select all values. I know this requires a union of some sort, but that is as far as I have been able to get.
For example - I will prompt using this list of values and want to be able to select -All- from this custom list.
