Is there a way that we can give user access writes to:
Access to Universe Designer?
Create (but not delete) and save new universes that he designs?
Do not allow delete access for his universes or any access to universes where he is not the owner?
Please help!

Yep you need to play with the security commands setup at application level (to give rights to use the Designer) and then @universe level…
