I think you have to double-click on the two digits before you can actually change them.

What BO Supervisor Version are using?
What did you select in How list?
Don’t forget that the up and down buttons are functional only when you select(Highlight) dd, mm or yy.
And try to remove any timeStamp you’ve entered before, and apply one after another.
