You have to create groups using Central Management Console (CMC) and then you can define universe security constraints using the Universe Designer.
If you have a more specific question, you’ll be likely to get more specific answers. Broad questions like this really aren’t much fun to answer because there’s no challenge.

A) Try a search on BOB, suggested keyword: row-level security
B) Look at BOBs download section for a presentation by Steve Krandel or see here
C) My recommendation: Implement security directly at the database level, using for example Oracles VPD (Virtual Private Databases), etc. This way all applications accessing your data (not just BusinessObjects) will be “hit” by security.
