I think you will find this difficult to do.
Issues are often dependant on environment. The way to resolve them usually the same.

Completely agree. I’d create an Issue Log similar to those used in Prince2 project management methodology and assign priorities to each issue, looking at the scope of its impact and the severity of it, e.g. number of users, universes and reports that it has an impact on.
