Possible to have notification whenever CMS is down?

Hi Guys

When a CMS service is down, is it possible for us to get notified? Does anyone has any idea how to detect (script wise) the CMS is down at the first place?
Example: we do tnsping to db to know the db status, how can we do the same on CMS status?
