Non-events / coverage table

How would you go about building a report on non-events using a coverage table in webi?

e.g. as Kimball details here?

The problem is using webi with a datawarehouse for financial reporting. If budget holder has no expenditure for a given period, the fact table alone will not show the budget centre (unless zero expenditures are explicity set in the ETL), the alternative is to create a coverage table of all active budgets… But then how do you join the tables? In Designer or a Webi report?
