I did not follow this thread from the beginning but…
There was a ‘bug’ when SQLNet8 was released which was preventing it from
coexisting on the same machine where SQLNet 2.3 was. I encountered this
issue myself and figured out that deinstalling 2.3 was the solution to this
problem. BO worked quite well with Net*8 afterwards.
If you need to have both versions, you may try installing them in 2
different locations (something like c:\orawin23 and c:\orawin8) and have the
ORACLE_HOME variable in your AUTOEXEC.BAT set to the version of SQL*NET you
use by default. Create a batch to switch ‘homes’.
