Need to disable editing for one Universe and enable for anot

Hello,

In our current Universe, we have two types of User Groups. Ones who can edit and create reports and ones who can’t. We are trying to set it up where they can edit and create reports in a DEV instance of a Universe but not in a PROD instance. I have tried this with users and groups with no success. Please advise!

I don’t know. I was thinking I would have to make another user is for creating reports in dev and another for refreshing in production.
