I don’t exactly understand what you mean by you want to get those Records…
Are you aware that the Data Insight is only a visionary tool and won’t involve in performing actual task?
If the Column contains NULL & Valid value, then you can set the Parameter to a IS NOT NULL condition and make the Rule.
Rules can only say whether the record passed the TEST (the rule) it performed on it…
