When you’re in a user’s settings, the “User Security” tab defines what rights other groups have on that user. In your case, “Administrators” and “All” (“Everyone?”) has certain rights to “Simone”.
In order to give Simone access to content, you have to set the security on that content. Or, what’s more commonly done, add the user to a group that already has access.
As far as seeing “Public Folders”, the user (or group that the user is in) needs to have at least “View” rights to the top-level folder in Folders. See my posts in this thread for info.
