Here are a few ideas to tackle your problem
1 Use a prompt to get the user to complete the table name, eg, enter 2007 for the Year 2007. This thread might show you the idea better

2 Consider views. Your universe could be defined against a view and all that changes each year is the view definition
3 Consider Table mapping, up to version 6.5 you could change the source table that a user sees through Supervisor. I don’t know if this is possible beyond that version
