we have been interested in a utility like this for a while now and are considering developing such a tool unless someone know of one out there or if someone is interested in sharing the cost of development let me know.

that does not seem so hard to me.
a recursive comparison upon each hierarchy level no?

it depends on the expected result : a boolean true/false if universes match or not, or a full report of differences between the 2 universes.
