Getting All values in a variable

Hello Experts,

I have a customized WEBI report where I have a mandatory prompt for CIRCLE which is having values like Delhi, Gujarat, Rajashthan etc.

When user extract the data from the report, he must need to enter any of the CIRCLE name to get the data for that particular CIRCLE.
But if he wants to get the data for all CIRCLES then need to enter all CIRCLEs.

My question is: IS THERE ANY POSSIBILITY TO CREATE A VARIABLE LIKE ALL_CIRCLE AND PUT ALL CIRCLES NAMES IN THAT SO WHEN USER WILL ENTER THE ALL_CIRCLE, HE WILL GET THE REPORT FOR ALL CIRCLEs?
