Does anyone have a way to schedule a report (either Crystal or WebI) to run and send an e-mail ONLY if there is data found?

You could set this up with events, so that if you run a batch that generates a file if and only if there is data and if that file is generated a report is sent.
However …
If your user receives no report it means that:
a. There is no data to receive.
b. Part of the batch process failed.
c. Part of the report generation failed.
d. The email service failed.
Better to send an empty report.
