Desktop Intelligence User Access

Hi, when logging in to Desktop Intelligence the File/New is greyed out & when i open an existing report the ‘data Provider’ button is greyed out.
Basically the user can’t create reports, only open existing ones.
How do i change the user access to allow creation of reports?

What version are we talking about?
