Be careful with Designer D2K, i think it use net 8.0 and for BO you cannot have both net 8 and SQL*NET 2.3 on the same machine. You can try to uninstall one of the oracle network protocol and i think it will work.

Does anybody know anything about a conflict between Business Objects and
Oracle’s Designer 2000? We have just upgraded to version 2.1 of Designer
2k and are now unable to run BO on any upgraded PC’s
