We had this design debate here. Most people on this board will recommend splitting the universe into as many small universes as possible. I develop big universes for Oracle E-Business Suite (aka Oracle Financials aka Oracle Apps) and my clients are happy with them, but I have learned over the years how to build a big universe that is fairly easy to navigate and maintain.
