IS there a way I can have a default user prompt select all values from a list and still give the user the ability to select one or some values??

You need to search BOB for “optional prompt” and you’ll see how to do the 1-many-all stuff.
But, for defaults, you’re going to have to store the report with All as the option chosen.
Unless you want to get into the SDK, there is no prompt defaulting.
