Certification Registeration

I am trying to register for BOCP BOE certification. When i register through Pearson Vue, it asks me for a SAP id. On further research, it looks like only an SAP partner or customer could get such an id. Am I missing something here? How do we register with SAP. Appreciate any help.

Also, could someone help me with approximate cost. I am not able to get this from SAP or Pearson Vue site
