BOE 4.2 Login Screen Hangs

We are encountering an issue where when you hit the Login button into BOE 4.2 nothing happens. Restarting SIA and Tomcat does not resolve the issue.

I have to reboot the server in order for users to be able to log in.

Has anyone ever encountered this behavior before?

System = BOE 4.2 SP5

what about CMS database ? Is it up ? Could you post the error message ?
