Adding ALL to a LOV List

Hello. I am trying to add the ability for users to choose ALL in the LOV and am not sure of the SQL for the prompt. The name of the object is PRODUCT_HIERARCHY.LVL_01_DESCR. Can someone provide me with the correct syntax?
