It’s old. It was written in version 4.x days. But the concepts should still apply.
An excerpt from the start of the document says:
“When creating a new report using a Universe, you are asked to select the specific universe you want to use for this report. The window will display a selection of universes for you to select from. The question often asked here is, Where does this list come from? The answer is, That depends… You will see a different selection if you are working off line than if you are working on line.
